IP spoofing
A technique used to gain unauthorized access to computers, whereby the intruder sends messages to a computer with an IP address indicating that the message is coming from a trusted host. To engage in IP spoofing, a hacker must first use a variety of techniques to find an IP address of a trusted host and then modify the packet headers so that it appears that the packets are coming from that host.

Spoofing should not be considered as a part of cyber crime law which is unfortunately the case in Pakistan. The law in Pakistan defines spoofing as
"spoofing"
establishes a website, or sends an electronic message with a counterfeit sourceintended to be believed by the recipient or visitor or its electronic system to be an authenticsource with intent to gain unauthorized accessto commit further offence or obtain their valuable informationwhich later can be used for any unlawful purposes is said to commit the offence of spoofing.
By the above definition it seems that spoofing is being mixed with phishing which is a different term.Phishing means to hack into somebodies else's account not protecting your own account.

By including spoofing in cyber crime law poses to be a very dangerous law for us all, forget the criminals with, it can easily affect innocent people who use computers on a daily basis, very simple issues like the act of formatting your hard disk [Destruction of Data] can lead you to a seven years in jail &/or Rs. 1 Million in fines.
